Peter Spiegel has been named in two federal enforcement actions twenty-four years apart. Both concern a machine sold on what it would do to the human body. In 1997 the Federal Trade Commission entered a consent order against Kent & Spiegel Direct over the Abflex abdominal device, sold on weight-loss claims the FTC charged were false. It is filed as FTC File 962-3041 and reported at 124 F.T.C. 300. In 2021 the Environmental Protection Agency penalized his air-purifier company $44,500.

The Commission required Kent & Spiegel Direct to hold “competent and reliable scientific evidence” before making its health claims. The order ran for twenty years and terminated around 2017. By then the company had gone bankrupt. Its products were bought at auction into the next company. The people carried across. The buyer was Sylmark.

Sylmark held its patents through a Dublin holding company, Sylmark Holdings Ltd, which kept its name to the end. A second entity carrying the same name was formed in Hong Kong in 2010, renamed Ideal Living Holdings Ltd in 2011 and Response Products Ltd in 2012, and dissolved in 2020. The AirDoctor and AquaTru trademarks sat offshore in two Hong Kong holding companies, Ideal Living Ventures Ltd and Response Products Ltd. Corporate records show the AquaTru mark moved into a Delaware LLC on November 29, 2017, and the AirDoctor mark and the rest of the portfolio on December 31, 2018. Why the marks came home when they did is not stated in any record. Several of those assignments were recorded years later, as nunc pro tunc instruments backdated to the 2018 execution. The legacy ionic-purifier patent, US 7,785,404, went the other way, divested through Envion, LLC to BONECO AG of Switzerland.

AirDoctor’s headline is “99.99% of tested bacteria & viruses.” That figure rests on chamber tests. The FTC’s 2022 Health Products Compliance Guidance calls for randomized controlled human trials to support a health claim, and a chamber is not a human trial. The gap is not a limit of the technology. The sister brand AquaTru buys independent certification when it wants it, so the air brand’s missing certification is a choice. And the same virus-killing claim does double duty: it is a health claim under the FTC’s rules, and it is what makes the unit a pesticide device under FIFRA. One representation, deficient under two regimes.

The 1991–1999 direct-response suits are Los Angeles Superior Court cases SC013556, BC043381, SC013666, SC029272, SC032598, SC051622, and BC208431, each ledgered in the evidence vault.
Read together, the two orders describe a method, not two accidents. A claim about the body runs ahead of the evidence. An enforcement order follows. The company fails, and the assets move offshore and then home again into a new company that sells the same kind of machine on the same kind of claim. The name on the 1997 order is the name on the 2021 order.
In fairness. The 1997 order ran its twenty-year term and terminated around 2017, and is no longer in force. The 2020 “Eco AirDoctor” order belongs to a different company, EcoShield, and is not part of this record. AquaTru buys independent certification when it chooses, which shows the company can certify a product when it decides to.
